Teemo Passive Ability
Introduction
Teemo is a ranged physical/ability power damage champion. In this guide i'll be covering a physical damage build.
Masteries are 21-9-0 taking as much Attack Damage as possible in Offense and taking Armor, Magic Resist and Health in Defence. This setup is aimed to give you a lot of dominance in lane and provide you with a lot of durability. If you are having problems with your survavibility, try changing masteries to 9-21-0 going to Weapon Expertise (10% Armor Pen.) and all the way down in defencive tree taking all the damage reduction and health needed.
In Classic open with Cloth Armor and 5 Health Potions. Take Wriggle Lantern, Phage and Mercury's Treads as soon as possible. Work up to Wit's End and Madred's Bloodrazor as your first major damage items. Then add Frozen Mallet, Atma's Impaler and Quicksilver Sash. Giving you a lot of durability and great Damage Output.
Starting Items: Cloth Armor and 5 Health Potions - This start gives you the best sustain in lane, as you'll want to stay there and farm as much as possible.
Core Items: Wriggle's Lantern, Phage, Mercury's Treads - Wriggle's give you sustain and a bit of survivability. Phage makes you more durable and gives you the damage needed to keep up poking and harassing as much as possible. Mercury's Treads tenacitiy and magic resist will also make you more durable.
Late Items: Wit's End, Madred's Bloodrazor, Frozen Mallet, Atma's Impaler, Quicksilver Sash - Wit's End attack speed and mr debuff gives you a lot of fighting power combined with Madred's Bloodrazor for taking out even the hardest tank in the enemy team. Atma's Impaler combined with Frozen Mallet gives you EVEN MORE durability and EVEN MORE damage to slice up your enemies. Quicksilver Sash rounds it all up with MR bonus and a built in Cleanse.

Camoflouge (passive) - If Teemo stands still for a few seconds he'll become invisible. Any action from this state will remove the invisibility and give him a temporary attack speed buff.
Blinding Dart (Q) - Damage and blinds target enemies, rendering all basic attacks useless for a short time. Grab a point here at level 2 and max it by level 13.
Move Quick (W) - Passive: As long as Teemo has not been struck by a champion or turret for a while he enjoys bonus movement speed. Active: Teemo gains a much stronger movement speed boost that lasts a few seconds and is not interupted by damage. Take Move Quick at level 4 and max it last.
Toxic Shot(E) - Passively causes Teemos basic attacks to deal bonus damage and poison the target. This poison deals extra damage over a few seconds. Max Toxic Shot by level 9.
Noxious Trap (Ultimate) - Places an invisible mushroom on the ground. Enemies who step over the mushroom cause it to explode, damaging and slowing surrounding enemies for a few seconds. Noxious Trap is placed on an ammo system. Teemo may store up to three mushrooms and place them in quick sucession. As with all ultimates I rank it at level 6, 11, and 16.
Blinding Dart (Q) - Damage and blinds target enemies, rendering all basic attacks useless for a short time. Grab a point here at level 2 and max it by level 13.

Take Ignite and Flash for Summoner's Spells, taking Ignite improvement mastery.
Ignite is a really good Summoner Spell, especially on Teemo, as it provides more damage power and great synergy with his Toxic Shots.
Flash is used for escaping ganks and rough situations, aswell as chasing near dead enemies.
