CDR yasuo came from the idea of trying to get 2 ults off in 1 teamfight. Also if you are able to continuously auto people you will always have windwall either on the field or off cooldown. Last season this was better as I would go omnistone and last seasons Cloud drake was better for this build but it still works quite well vs multiple ranged champs. It struggles vs meele comps.
