There is no denying that Cho'Gath is a tank. I would consider him one of the better tanks in the game, but not the best. He also plays a little in the support functions and can be vital to finishing off enemies. The trick with Cho'Gath is to make sure you don't lose your Feast buff by dying a lot. Cho'gath can obtain an insane amount of HP and if played right can be damn near killable in 1v1 or 2v2. Typically, I find when played right the only way I die is due to team wipe or a ganking team of 5v1/4v1.

- SPELLS
This is a tank spec and as such the skills should reflect that. Heal is perfect for early to mid game. Even late game it can make a world of difference when pushing into their base. Cleanse is a great choice for Cho'gath as it will allow you to escape if slowed or if you are tanking it out and get hit with tons of spell DPS, slows, and stuns. Pretty straight forward. Teleport is also a viable option due to Cho'gath's slow nature, but this should be used rarely if ever.

- SKILLS
My focus with Cho`gath is tanking and getting items to tank. So, last hitting creeps should be priority in early to mid game, or at least until team battles start taking place. That is why I am so heavy on Vorpal Spikes. You can auto attack creeps and get last hits with the AOE Vorpal Spikes has and higher level vorpal spikes leads to a lot of creep kills, which in turn allows you to buy items and Cho'gath as a tank is very item dependent. Rupture is great for stunning and slowing an enemy getting away, but of course you need to aim well with it. Feral Scream is excellent for team battles as it can have a big effect on keeping the enemies silenced. So I tend to either go back and forth between rupture and feral scream or focus on Feral after vorpal. But, feral isn't as necessary, IMO, till team battles start taking place.
