She's not an issue. Whenever she uses Q in lane you can go agressive since your cooldowns are much lower than hers. And you have insane cc to stop he ultimate.
Akali
You should be able to easily zone her pre 6. Just don't enter into melee range, use w if she gets close. After six just wait for ganks, she will get greedy and dive you, just ult yourself and kill her.
Anivia
You are stronger pre 6 so try to poke her out. If you can't get in poke range and Anivia is playing too safe, just perma shove your waves so she has to use her mana early and cannot contribute to ganks if you do get ganked. Post level 6 she out ranges and out shoves you so you should look to try clear waves fast and roam or call for ganks. She outscales as well so in teamights you should just look to dive enemy ADC and ignore Anivia.
Annie
You out range her in lane, just poke whenever Annie comes up to farm. Your combo has more damage and more sustained damage than Annie so just go in on her whenever her W is on cooldown and kill her. Even if she gets ahead via ganks you can out shove her in lane and just roam or hug tower.
Aurelion Sol
Early laning is pretty rough since he has more range and out shoves lissandra. But if you recieve an early gank from your jungler you can easily get ahead. Once ahead you just use E on him and he is pretty much unable to do anything to fight back. If you don't get ahead he will just perma shove the wave and you can't shove back without taking insane poke so handle this lane with care.
Azir
Nightmare laning phase. Impossible to get ahead pre 6 without jungle help. He out ranges you hard so just play safe pre 6 and try to get as much cs as possible. After 6 whenever you see Azir use his Q you can use your E to engage on him and out trade him. You do outscale Azir after level 9, just be sure to watch his Q cooldowns.
Brand
Fairly even lane. You both have almost the same amount of wave clear and damage early. Brand out ranges you a little bit but he is super suspectable to ganks. Just get your jungler to come mid and it should be easy kills even if brand has his flash. Post 6 dodging Brand's stun will win you almost any fight.
Cassiopeia
Before she gets tear, level 1-3 you should all in her. Her mana costs are too high to fight you so you should gain control easily. Watchout for her slow, it can disable your E for escapes/engages. She's immobile so with jungle help you should be able to take her down easily.
Corki
Dead even with damage/burst. You can push the lane better so if you're losing trades, just start shoving the lane. Corki's mana costs are too high to keep up. If he uses his Q on a minnion wave you can engage him for a trade and certainly win, just don't turn back untill his E runs out.
Diana
If you don't kill her pre 6. You will lose this lane and there is almost no coming back untill post level 13. Her kit allows her to farm easily undertower, so pre 6 try to just poke her and don't shove the wave in. A good diana will save her knock up to cancel your E so if she ever dashes in save your claw for it.
Ekko
Pretty standard lane pre 6. You should be able to harass him and keep him off farm easily. If he engages just use W and use your entire combo. After level 6 make sure you use ignite and ultimate before he ults so if he does ult he doesn't gain as much hp and is at the same spot due to your cc. If he gets ahead, play safe or he will obliterate you.
Fizz
It's all upto the fizz in this lane. You will destory the fizz if he doesn't know what he's doing. But a good fizz will absolutely win this lane. To know if he is good you will see that he will not try to fight you before level 6. Post 6 with you're both 0-0 save your ultimate to dodge his. If you manage to do that, you will have a fair shot at killing him. Whoever gets the first kill this lane will snowball into a lead. Being lissandry you can always turn the lane with ganks cause of your cc.
Galio
Minimal threat in this lane if you just play watching enemy jungler. Galio has 0 kill pressure, but with a gank he can lock you down pretty good if you're not careful. You have more mana to shove lane early so keeping Galio undertower is a good idea to deny his cs and ultimates to other lanes. If galio goes to roam, don't follow him, just shove up to tower or he will cheese you with heavy cc in the fog. You don't have much kill pressure on him either without jungler but the lane shouldn't be an issue.
Heimerdinger
Just all in him at early levels while his turrets do no damage. Make it a habbit to destroy his turrets asap in lane or he will perma shove you and deny farm.
Jayce
He can be dangerous if he gets close in hammer form. You have more poke and shoving power so use that to your advantage to force him into using his spells under tower to farm. If he tries to all in you, just press w and use your E to get away from him. He's pretty easy to all in, just wait for his Q+E combo to be down.
Karthus
Fairly easy lane, you have more mana, poke and wave clear so just abuse that and keep Karthus under control. Karthus out scales lissandra very hard so focus on shoving your lane and roaming to abuse the early power disparity.
Kassadin
Nightmare match up. This lane is near impossible to win without jungle help. Your poor Q range allows him to easily farm pre 6 with his own Q. It is possible to solo kill Kass pre 6 if you use your thunderlords properly. When kass comes up to use his Q on you, simply auto attack him untill the shield runs out and then use your spells to all in him. After level 6, even if Kass is 0/3 or less, respect his all in power as he is much stronger. Call for jungle ganks since your cc can easily set up kass and most kass players will look to trade with you once they hit 6.
Katarina
Very easy matchup. You out poke her in lane, just keep an eye on her daggers. If she gets close use your w and e behind her to dodge some damage and surprise her with your own. Use your ult to interupt her ultimates at all phases of the game.
Lucian
He's very oppressive early but your waveclear shouldn't be too bad to farm. Call for jungle pressure early and you can easily keep lucian undercheck. If you're both even at level 6 you will win an all in fight.
Lux
She can get quite frustrating to lane against due to her incredibly long ranged poke and the shields. A lux with barrier will almost never be a kill target without jungle help so just farm up and shove waves because lux struggles to clear minnions. At level 6 you should instantly jump on her, with the intent to blow her cooldowns and then call for a gank when your ultimate is back off cooldown.
Malzahar
Pretty easy lane. He has no kill pressure on you without his ultimate, so just abuse him in lane. When he uses his voidlings to farm, kill them instantly, it will waste his mana and deny him farm. If he comes to trade, use your auto to pop his shield and then all in him, he is very weak.
Orianna
You go dead even with orianna, its upto the junglers to make something happen. She can be annoying with her poke but you will always be in range to poke back provided there's minnions in the lane to Q through. You can try to all in her if you get the better half of the trades.
Ryze
Just watch his cooldowns for his passive and all in him when its down. You have more waveclear and poke early game. Call for your jungler if you're having issues keeping him down, he is very squishy.
Swain
You go dead even with Swain. It's upto the junglers again to make something happen. You can't all in him after level 6 but he can't all in you either. Stale mate. He struggles a bit to farm so just focus on last hitting and you will come out on top.
Syndra
Fairly simple matchup. She's immobile so abuse that to hard cc her for ganks. She's very weak early on, just avoid her stun is enough room to all in her and kill her.
Taliyah
She can be pretty oppressive with her poke but you should be able to survive the lane long enough till level 6. Once you have ultimate, once taliyah blows her knock back you can all in her and kill her. Try fighting her within her circles as she can't put out as much dps while in them.
Talon
Easy lane, just harass him a lot early, don't let him farm. When he all ins you with his ultimate just ult him back and blow him up. If he happens to get ahead then just tower hug and force him to dive you. Use your ultimate on your self if you get dived and you will be just fine.
Twisted Fate
This is considered a free lane. He can't push or trade or poke you. Just harass him everytime he tries to farm and all in him whenever possible. Once he is level 6 it is up to you to keep him in lane by shoving waves or killing him when he looks to roam.
Veigar
You beat him early game so use most of your kit to keep him down and away from farm. Make sure you rush MERC TREADS as it will give you enough time to ult yourself if you get stunned by him. Your ultimate can cancel his ultimate so maintain a semi distance from him enough to see his ultimate fly to you.
Vel'Koz
As long as you can avoid his poke and keep the lane pushing. At level 6 it's easy for you to all in him at anypoint when his stun is down.
Viktor
This lane is almost even for lissandra. You both can kill each other if one of you misses skill shots. Before he gets to his first upgrade he is very weak. Whenever he tries to poke you, just fight back and take a long fight, you will come out on top.
Vladimir
Quite a difficult matchup. He can outtrade you easily if you don't watch for the red bar. The moment the bar turns white you should go trade, you will win even if he gets his Q off. After level 6 he should be very greedy to dive you, just use that to your advantage.
Xerath
Quite a hard lane. If the xerath plays overly safe you will be forced to dive him with your jungler. He will win lane due to his massive poke. Stay out of your minnion line so if he pokes you can simply shove the lane into him and make him miss farm or take damage.
Yasuo
This lane is in your hands to win or lose. No matter what the skill level of the yasuo. Use your autos pop his shield and then poke him everytime he comes up to farm. Value poke over your cs early on because just reaching 6 before him will give you the upper hand. Your waveclear later will help you catch up in cs easily or gain a big lead. Use your ultimate offensively to keep him under check. Late game you have more aoe damage than he does so just remember you do outscale him, just not in a 1v1.
Zed
This lane again is in your hands. Poke him when he tries to farm and dodge the shurikens when possible. If he ever uses his w into you to poke just go up and trade with him after while it's on CD. If he's using his shadow consistently to trade then call for jungle ganks they will be easy.
Ziggs
Just avoid his poke and keep shoving lane. This lane is a farm fest and ziggs will fight you at his own terms. You need your jungler to actually kill him due to the range disparity. Ziggs comes up to auto you with his passive, just all in him. You will win most of those trades.
So I've gone in a custom with the full build with the ROA vs GLP. The GLP compromises 20AP off of ROA at the cost of 5 mins. That is 5 mins means you get the GLP AP around 15-18 mins since most people finish the ROA around 10-13 mins. Having that extra AP with the Active damage 3 mins earlier(To make up cost difference) makes a huge difference. Now ofcourse some argue for the ROA Scaling power, but in the current meta not all games are lasting that long. The GLP adds extra cc to the kit in the team fighting meta which is great.
Lissandra also still keeps the one shotting power because in the custom game I compared the damage of the full lissandra combo (2Qs 1E 1W 1R 1Auto), and the GLP matches the exact damage with the active for the extra 20 ap off the ROA. So you still can one shot squishies if you get on them.

If you like the scaling ways take 20% cdr with Hextech GLP + Zhonya early. Lissandra needs full 40% cdr to put out her dps in fights. If you want to be squishy and explosive early then take 10% CDR and replace rest with AP and build Morello + Zhonya. This has a stronger early game but the scaling is not that great.

You want to always take thunderlords for the sheer burst damage on squishies later and its also great for trading in lane. Deathfire is also an option but you will have a weak laning phase with that. However late game Deathfire is quite good in team fights for consistent dps.

Against champions like Ahri, Twisted Fate (All the green threat levels). You should be driving ahead in farm from them. As Lissandra the moment you hit 6 you want to all in the enemy to get kills. If they play too safe, just shove your lane and roam with your ultimate. Always buy pinks when ahead to give you that gank security when engaging. If you see that enemy Mid follows your roams, fake roam to your pink wards and gank them.

Just focus on farming and staying even. You have to wait for ganks in these situations. Keep your jungler updated on your E and R cooldowns to collaborate good ganks. With Lissandra most ganks are succesful even if the nemy has flash.

Just focus on farming to stay relavant. If enemy laner gets ahead, tower hug and wait for ganks. Do not try to farm if they zone you, simply wait under tower. Levels is more important than cs if you will die for it. You will take over in team fights with your cc.

As lissandra you're always eyeing squishy carries in teamfights. Theres two ways to play it out. If you are really fed then you can simply E in to start the fight and burst down the ADC and then zhonyas for your team to catch up. If you're moderately fed and trust your team, E into the frontline and instantly W. When the enemy starts to jump on you, just ult yourself and you should do ridiculous AOE damage. By now the team should have caught up with you to close out the fight.
The other method is to wait for the teamfight to break out while stalking enemy carries. When the fight breaks out you can use your claw to dive the carries going unnoticed.
If they have a heavy shield/heals comp and you're unable to one shot carries, just stick with your frontline and chip away on the enemy tanks. If you have liandry's Torment done then this should be no problem.

Take ignite in the yellow/green threat matchups. Take teleport against Red threat matchups.
Teleport is usually better to make plays. Go ignite if you are confident it will get you fed to carry game without teleport ganks.

Theres 3 Main things to touch upon regarding Lissandra Mechanics:
Escaping/Fleeing: When you are in danger use your E towards safety. While the claw is going, move towards the enemies and press W and E right after to snare them and blink to your claw instantly to make a clean escape. If the enemy you're running from has hard cc try to reactivate your E as soon as you see the cc come out or see them come close enough in range.
Full Combo Rotation: Whenever possible flash W onto your target, then use Q once and use your ultimate and use Q again. (Use your autoattacks in between if Q is not off cooldown) By now when the cc is over just use your claw to follow their flashes/dashes to close out the kill. Squeese in Qs and Autos whenever you can while fighting to maximise your DPS.
Waveclearing: When underpressure and near your tower, use Q-E to do a quick waveclear. If not under pressure use Q and W on the wave to clear it fast. Multiple Q's can also be alright to clear waves if you're saving the blink and cc for a kill or an escape. When holding tower Q-E is the best method since its the fastest waveclear you've got to stop enemy's from sieging your tower.
Summary
Summary
Lissandra is a strong control mage which good waveclear to allow you to dictate the pace of the game. If your team falls behind request them to play safe as you can easily stall the game out with your waveclear and force the enemy team to dive you due to your anti siege kit. When ahead start roaming. With all the cc lissandra offers most of your ganks will be very impactful even if your laners are behind.
