Quite honestly my matches never seem to last long enough to even finish the build in the first place, but yes Shurelya's is a good choice.

You could take

"philosophers stone"

and build it up to

"Shurelya's Reverie"

so that you can get a good active out of it. Plus you get some decent CDR aswell ^^
