I have played Janna with 4 Doran's Blade, Nashors Tooth and Berserkers Greaves -> Doran's Blades will be promoted as Infinity Edges in late game. That tactic works but the key is to max Howling Gale first and Eye of The Storm is the second ability. Its great for tower diving etc. Your tactic doesn't give so much health, (no lifesteal) but that could work somehow... lifesteal & Howling Gale give nice effect to laning. when 1 maxed howling gale destroyes enemy minions. I am not sure is it good to take 2 Phantom Dancers when Eye of the Storms makes him already nearly invunerable.
