Why people want to play Elise as an AP mid ?
In my opinion she is one of the best solo top.
1. no mana cost on spider form with a life steal spell (your baby spider hit and heal you so it's not dangerous and you heal yourself)
2. very strong harass "q" and safe from mele champion "e" human form
3. good escape from gank with "e" spider form
A. Runes/masteries
B. Stuff?
C. Skills
D. Early game
Elise have not very high and ap ratio and high CD she can't be a good carry ap!!! So play her off-tank.
Runes:
MARK:
Best> 9x Greater Mark of Insight
Good with damage% current or missing heal.
Bad> Flat ap will not give you realy stronger early (less than penetration)
Bad> AP scale useless early and mid/late useless to since she have not good bonus ap on spell.
Why not> attack speed/ad/ad scale maybe good but you have less damage with "q" early so penetration > attack speed/ad/ad scale
SEAL:
Good> 9x Greater Seal of Resilience
stay alive early vs ad top good early champion (xin/riven/jayce) Maybe armor scale ?
GLYPH:
Best> x9 Greater Glyph of Shielding
you need to be tanky and having high ap late or early is useless you have not enough good bonus ap on spell !!!
Masteries

AD for best last hit and harass (AD > AP if your spell have low ap bonus)
CDR and penetration for more poke and damage.
And 21 defense tree like an offtank/ap (CDR, damage reduction, heal)

First back: Catalyser + ward + red
Mid game: Rod of ages + Chain vest + Negatron Cloak + mercury's treads
IF ap>ad enemies: Rod of ages + Abyssal scepter + mercury's treads
IF ad>ap enemies: Rod of ages + Frozen heart + mercury's treads (if they have annoying CC) or Ninja Tabi
Late game:
Core items: rod of ages/Frozen heart/Abyssal/Lich Bane
You are too much focus ?
Remove Lich Bane in core items and take Rylai.
Too much AD?
Ninje Tabi + randiun + core items
Too much ap?
Force or nature + mercury's treads + core items
You are feed?
Guisoon + core items + mercury's treads or Ninja Tabi

Neurotoxin/Venomous Bite (first skill lvl 5):
Very strong poke and low mana cost (60 mp)
spam it !
And venimous bite as "finish him"
Volatile Spiderling/Skittering Frenzy (2nd skill lvl 5):
Good spell to check bush, hard to use can be easy dodge.
This spell is stronger in team fight than early (aoe)
your sustain spell, you can use it and stay out of enemies range since your baby spider heal you on hit too.
Cocoon/Rappel (last skill lvl 5):
Your CC to protect from mele champ harassment
And Rappel to chase or escape from a gank:
If your lane are pushed > jungler come from behind you, use it on the jungler and flash out if running isn't enough
Skills Sequence:
Human form combo engage:
Human form Q > E > W > R > W > Q
if he run away E
if he don't run away R > Q > E ect...
if he win E on minions > R > E
Spider form KS combo:
Spider form E > W > Q
if he is alive R > Q > E > W
