Yeah, it was a possibility, although I find that there is no item I can replace with this that would benefit me.
Ya only thing I can think of is to drop either your Deathcap or your Zhonya's (and tbh, so much AP seems to diminish since soldiers are designed to not be bursty but sustained so feels like Riot put a sort of cap on when it starts to fall off) for it so you can get that extra CDR for cap, but also interesting you chose not to go with the Rylai's since it gives a good chunk of AP, great chunk of hp for some hits, but most importantly a slow passive to keep champions within soldier positioning range and dealing that sustain damage.
I would like to suggest the item morellonomicon to your build since it gives +10 mana regen
