I would change out your Seals to something of MagicPen or AP. Taking 9 Seals to only get another 4Mana/5 is not worth it.

First of all: Get the boots sooner.
I would also suggest you take the Lich Bane earlier since you really need it for some damage with Mystic Shot. And if you decide to take the Lich Bane so late, then why o why do you max out Mystic Shot first? You stack AP like a crazy man and you take the only skill which scales with AD?!?!?!?

Another minor issue is the glyphs. AP per level is much better for glyphs since you get about three times as much out of them at lvl 18.

And last of all, I agree with BalR0Gz on the Flash thing. If you want a chasing/escape spell I would suggest Ghost.

I don't know about the Flash on Ezrael? I think that would be a waste already having Arcane

I am not to found of this build because you put boots last. With out boots or some sort of speed boost early game ezreal is just to vulnerable to getting ganked.

How ever looking at what results from this and not paying attention to the missing explanation I give you a +1
