Since Fiora's early game harassment is top notch, she needs the defense to back it up. So stacking armor and magic resist is a must. Armor penetration is pretty basic as well as attack damage quints. Why not movement speed runes? Well, because when you use your Burst of speed and lunge combo, you receive a good movement speed bonus to boot. Fiora doesn't need much attack damage runes because of Riposte's passive. This skill sequence is focused on aggression.
No tanky items early game? There is no need for it in my opinion. With the life steal and her passive in play, your lane sustainability is solely dependent on your ability to harass effectively. Also, make sure to ward the river brush whenever possible as Fiora does not have any good escape skills. I chose the early Blood Thirster because the life steal helps with damage scaling as well as health sustainability. It also gives your Blade Waltz a more effective use with the on hit effects. On top of your sustainability, I build to a Black cleaver to assure on-hit effects as well as damage output. I build tanky afterwords with a frozen mallet, yet another on hit effect item. Infinity edge for that extra damage and a guardian angel for late game engagements.
Also, a substitute for Guardian angel would be a maldred's blood razor if the enemy team is too tanky.

In team fights you do NOT want to initiate with Blade waltz. Your blade waltz is your safest form of damage. When you see someone low, use your ulti to assure the kill and weaken the enemy team. Make sure to stick onto vital targets with your Lunge and never forget your Burst of speed along with your Parry.
