Mana regen seals > clarity. There are better summoners, but you are restricted from using them because your runes are... less than optimal. mpen glyphs and quints are also not all that effective. Probably, you want to run AP quints and AP per level blues. I don't play Fizz myself, but the runes you are using are in general, just not very efficient.

Oh, and if you're building hybrid (guisinoo's, gunblade, etc.) I'd suggest 30/0/0 masteries. Your utility masteries seem lost.
