also I forgot to put this above but The HP per level is not really that great for heimer imo it would serve you much better if you got all out AP runes (I suggest flat AP just so the turrets deal more damage and you can farm better)

Just a couple of things; why dont you get a Tear of the Godess before your boots so you can drop and get something like or since heimerdinger doesnt really have a escape mechansim it will defenitaly pay off. Another thing; those seals are not going to help that much at all. Instead if you get Mp regen runes you will be much better set and need even less.
