Having just one is OP with Rylias cuz it will slow every one when you use ult and when your cape hits them and wins team fights lol

I have a question. Is 3% mana regen really that much better than 4% reduced damage? really? that is basically the reason people put into the defense masteries tree.
That reduced affects your ult and doesn't get a full potential in your ult. Thank you though that is a good question to be answered.
