You should have

Ability Order

Ashe Passive Ability

Beginning

At the beginning, you should buy 3 Health potions and boots of speed. You go Bot-Lane and you kill minions until any champion see you. If this happens, run away. You are AD Carry and not Tank.

Pre-Mid

At first, you buy Berserker's Graves. Now you farm until you have enough money to buy an Infinity Edge or the parts for Infinity Edge.

Mid

Now you buy a Vampiric Scepter for the Life Steal because it is part of The Bloodthirster. When you have enough money, buy The Bloodthirster. You NEED the life-steal. The B.F Sword is optional when you haven't enough money. Now you are ready to attack enemies but no Tanks.

Pre-End

You should have enough money to buy Zeal and a Dagger. Buy these parts for the Phantom Dancer. Repeat this and you have enough attack speed to kill ANY champion even Tanks!

End

This is optional. Buy a Longsword and a Pickaxe. Now ask your team, if you can kill Barron. Then you have enough money to buy Last Whisper. If you place your slowdown skills right, you should be able to kill EVERY champion, that's a promise.

Additional Notes

I'm level 12, and don't have any runes but masteries at 12/0/0. I only can play Ashe AD Carry on Bot-Lane. Please feel free to add your runes and masteries.
