Why do you need so much mana? XD
Singed doesn't need loads of mana, he needs a balance of lots of stats, health, mana regen, magic resist, AP, mana etc etc.
Just thought I'd help, but this build could be good if you didn't stack so much mana.
First I thank you for taking the time to check out my build.
The reason for the mana is to utilize his ability:
Empowered Bulwark (Passive): Increases Singed's Health by .25 for each Mana Point he has.
When Singed has lots of health, he can run in and out to fling someone to your party of champions and also chase a champion down to poison and still survive. With all the mana, you virtually never have to stop running your poison. There is nothing worse than when you try to run up and fling someone and then since your poision was running you ran out by them time you try to Fling.
Hence a lot of mana.
