I don't max the flag for the defense that it gives I max E for the damage & Attack speed to do as much burst damage as I can this helps gain kills in Lane allowing you to snowball & control the lane & denied the enemy CS.

I'll update the guild & match ups that I feel maxing W helps.

I find W only helps when I am losing my lane.

This is a good guide, everything except the skill order after Q. I understand there is a lot of debate whether maxing W or E is optimal for Jarvan. Try out maxing W for Jarvan, it is actually much stronger. His W shield and slow increases and his cooldown decreases as you level it up. This increases your power when trading with opponents because the slow weakens their mobility. Increasing his W shield is also very good when baiting opponents. Also take into consideration your placement of the flag. In many cases it is much better to dash in front of them than to dash on top of them so you block their escape path. This means your flag will do no damage, however the distance you gain is greater than the damage of the flag.

To summarize, your E is situational whereas your W is always useful.
