@WaVe this is not WoW.
DPS on WoW are not the same as in other MMORPG btw. In DotA-Style games, DPS are meant to be AGI or atk speed/crit/dmg characters.
DPS is all about how much damage you can put out over a longer period of time, like Yi, Ashe etc. When it comes to mages (AP orientated champions) they are more about spike or burst damage. Meaning they have a higher damage output over a shorter period of time, with the cooldowns this evens out over a longer period of time.
Therefore I'd stick with the term burst on casters,
All you want to do is sting like a bee, and retreat like *****.

30 points in uti which means every uti spell boosted, totally useless.
It is true that DPS stands for Damage Per Second. But, do you think only melee heroes can have DPS? Let's take World Of Warcraft for examples.
Melee classes like Rogues, Enhancement shamans, Paladins, Death knights and even warriors deal less damage than Range DPS. But they hit much faster than Warlocks, Mages, Priest etc.
and the Spellcasters deal far more damage (Depends on the Gear) than the melee DPS that way they got just as big a chance as the melee classes to get great DPS.
Same thing about LoL - Leauge of Legends.
But to get back to KoTinhO's build, i think your Item build is great, i use almost the same items to keep the great damage up, but you're missing some Build Description to explain how you play this Champion and stuff like "Early game, Mid Game" would be nice with some guide how to play Ryze, since it isn't everyone who knows how to play him.
