Introduction
For laning in classic, I would suggest taking Leap Strike first and maxing it first. If you are fighting a ranged attacker, get Empower second and Counterstrike third so that you can do Leap Strike + Empower combos on the ranged champion. If you are fighting a melee champion in lane, get Counterstrike second for the dodge bonus. Either way, max Leap Strike then Empower then Counterstrike, picking up Relentless Assault when you can.
For Dominion, start by selecting one of each skill and then finish by maxing Leap Strike then Empower then Counterstrike, picking up Relentless Assault when you can.

For either mode I would suggest Surge & Ignite/Exhaust.
Surge is a must since it increases Jax's AS + AP.
Ignite is good for finishing runners or negating healing champions, and it also gives you 10 AP (& 20 HP from his passive) with the mastery skill from the attack tree. Ignite + Hextech Gunblade's active nuke is a great opener or runner finisher move.
Exhaust allows for catching runners until Leap Strike's cooldown finishes, gives you more damage for both magic and physical attacks, and also allows you to tank a bit more due to the miss chance it adds to the enemy. Either way, they will both help you more than any other spells.

If you want to jungle in Classic mode as Jax, it is possible. I would suggest getting Cloth Armor and health/mana potions to start, getting Ninja Tabi boots ASAP. Taking Counter Strike as your first skill is a must; you need the extra dodge and AoE damage to successfully jungle. Get Empower at levels 2 and 3, but get Leap Strike at 5 so that you can help with ganking better.
Start at the Golem for blue buff if you can get some ally help, but, if you are soloing to start, you have to start at the wolf pack and move to wraiths and then the 2 golem creeps. After that, either gank or heal and repeat. Always remember to only auto-attack the strongest creep in the pack. Let the little ones die from your Counter Strike AoE damage.
