There are two things I feel are inconsistent on your guide and don't make much sense. At least to me. I might be wrong.
I play Jayce a bit more like you do, maxing out E instead of Q first (though I prefer to max W next). Speaking of Solotop build of course.

If you are maxing E first, I think you should have Magic Penetration, instead of Armor Penetration on masteries. The damage on E is magical. Unless you will harass and farm mostly with Cannon mode, I don't think you should have those masteries on offensive part. And since you don't even have Dorans or any AD items early...

The other thing I feel doesn't make much sense is to max Q after E. Q scales better when you have plenty of AD. If you are maxing Q after E, you'll be leveling Q in the mid game right? Checking your build, you only add real AD items late game, which maxing Q in mid game before you get those real AD items might be pointless. You get my point?

NOW,

the good news is, maxing W will be better for 2 things: it gets you nice mana regen in lane and, at max level of W, those 3 max atk speed attacks do 130% of damage. It might not seem much with no real AD items, but its quite good. :)

You could be right about the magic pen, but I don't think there's a real difference in DPS, it just depends on which abilities you use most. In lane it's very easy to poke with a quick E-Q combo in ranged mode, which is physical damage.

In my experience, ranged Q hurts, a lot. Even if you only have Trinity Force, it deals a lot of damage, and is a great tool for harass. Though maxing W second would probably mean an increase in DPS in a full fight. It really depends on your playstyle in my opinion.

I've never had much mana problems with only 1 rank in W, because Jayce's mana costs are pretty low and you can easily get free mana back if you can safely attack minions.

Anyway I think Jayce is one of those champions you can play in any way you like without failing. He's a very versatile champion and is even great without too much damage.
