Your guide is well thought of, but if you want more people to read it I would recommend breaking up those walls of text in the last chapters a little.

Other than that solid +

Great guide about an underrated champion playstyle!
It seems to work in theory (haven't played it yet)

A lot of interesting tips inside.

You might want to put pros and cons near the top so people can choose if it matches their playstyle
Might want to turn on Comment to Vote too :)

Just some thoughts:
Because percentage armor penetration applies after flat armor penetration, Last Whisper doesn't seem like a particularly good choice.
I have trouble swallowing the idea of a Phantom Dancer as an early choice on a character with terrible base attack speed of .625 (despite his natural attack damage). Wouldn't a Black Cleaver/Infinity Edge combination work more effectively than two Phantom Dancers?
Other than that, I support this guide. +1

The Double phantom is about the move speed and crit chance as well. Sion's flat AD from his passive enrage bonus makes the ATSP and CRIT scale very nicely. The second PD and/ or IE however still are situational items and it will be up to you to decide what would be best for the current situation. Another thing to keep in mind is as the jungler. You don't get you money pooling up as fast as you would if you were an AD carry farming the lane. The IE requires big bursts of money where as the PD parts are much cheaper individually.

Also about the comment that last whisper is not good due to ARM PEN runes. 15 Arm pen will help a lot against jungler monsters and People who don't stack armor and are sitting around 50-100. When you get a person sitting at 200+ Armor the -15 reduction begins to become much less useful. As above it is situational and you will have to check the enemy team comp and item builds to later into the game to decide to build this or not. If no one is stacking armor then yes, last whisper is a bad choice.

I always forget about the movespeed. That's an excellent point.

Your guide seems to imply that stacking armor makes both Black Cleaver AND Last Whisper good options, whereas Black Cleaver is best at relatively low armor (when reduction/penetration has the greatest effect) and Last Whisper is better at high armor. You probably shouldn't get both.

Great build and guide, but why take phantom dancer over Trinity force?

The argument for Trinity Force on Sion normally goes as follows: Sion gets AD from his Enrage and items like Atma's Impaler, so the Sheen effect synergizes with him.
However, the Sheen effect only applies to Sion's base AD, which is an underwhelming 113. Plus, Sion doesn't really have spammable skills to made advantageous use of the proc. Cryptic Gaze should be used when you need a stun, not when you want to proc your Trinity Force. Skarner, as an extreme example of someone who loves Trinity Force, has 130 base AD and a spammable Q. Frozen Mallet+Phantom Dancer is a more effective combination on Sion; well worth the price.
