Hi, after watching Snoopeh experiment with different item builds, different runes and different masteries for around 12 hours, he found out that this build works the best.

Runes

6 Armor Penetration and 3 Attack Speed Marks give you enough attack speed in the jungle, while still being able to deal good amount of damage to the enemy.

9 Armor Seals, this is pretty much self-explanatory. You need the armor in the jungle and it makes you less squishy.

9 Magic Resist per level Glyphs, you definitely need these. At later levels, combined with a Wit's End, you will have enough Magic Resist to tear trough a mage's health bar without taking too much damage.

Masteries

This is self-explanatory, 21/9/0 masteries to give you bonus damage, and a little bit of help in the jungle.

Items

Vampiric Scepter: This is the best starting item for Fiora, combined with the parry of your Riposte, completing your jungle route will be a piece of cake.

Boots of Speed: Get these after your first recall to have some mobility while jungling. Upgrade them when the rest of the players start building tier 2 boots. If the enemy has a lot of auto attack damage, build Ninja Tabi. If the enemy has a lot of CC, build Mercury's Treads.

Wriggel's Lantern: This is a must have for Fiora, and pretty much any jungler. It will grant you more survivability and the proc can help you in the jungle.

Phage: You need this to chase, combined with your Burst of Speed no one will get away. The health is a nice bonus too.

Wit's End: By the time you get this, your Burst of Speed should be level 5. With max stacks and the 40% attack speed of Wit's End you will just make the enemy's health bar drop in seconds. The stacks and base Magic Resist will combined with your runes will help you survive against the enemy mage(s).

Fratma's (Frozen Mallet & Atma's Impaler): This is a very well known and useful combo, the 700 health bonus from Frozen Mallet synergises with the passive of Atma's Impaler.

Tiamat: A great item to finish off your build, the passive works really well on Fiora. This will do a great amount of damage in team fights.

Bloodthirster: If the game manages to drag out this long, sell your Wriggle's Lantern and buy a Bloodthrister for the extra ifesteal and attack damage.

Skill Sequence

Skill Order: R > E > W > Q (But make sure you start with W to jungle)

Burst of Speed is Fiora's best steroid, max it first for maximum damage output. You only need Lunge to close gaps so put a point in it at level 3 and max it last. Level up Riposte when you can't put points into E or R. As with all ultimates, level up Blade Waltz at level 6, 11 and 16.

Summoner Spells

Smite: You get this on every jungler, you need it to complete your jungling route.

Exhaust: This will help you kill the enemy jungler if he is counter-jungling you.

Summary

Fiora is a great jungler, she's fast and fun. With this build you are guaranteed to pull off early ganks and deal tons of damage late-game.

Creeping / Jungling

Start at Wolves, ask the bot lane to do a little bit of damage to the Wolves, but don't let them leech EXP. After Wolves ask the mid lane to pull the Blue Golem, don't use Riposte yet until he starts attacking you. Use Smite to finish him off. You are level 2 now, put a point in Burst of Speed and go to Wraiths. Use Riposte and Burst of Speed at the same time, kill the big Wraith first. Start attacking the Red Lizard with Riposte and Burst of Speed, by the time he's around 500 health, your Smite is up to finish him off. Put a point in Lunge and check if anyone needs a gank. If not, kill the Double Golems and Wraiths. Now it's time to recall and rinse and repeat.

When you have your Wriggle's Lantern, it's time to kill Dragon. Push the bottom lane and ask for help. With the lifesteal and Fiora's attack speed you should be able to kill it pretty quick.

Don't forget to time your buffs, dragon and baron nashor.

Respawn times:
Blue Golem and Red Lizard - 5 minutes.
Dragon - 6 minutes.
Baron Nashor - 7 minutes.

oB = Our Blue
oR = Our Red
tB = Their Blue
tR = Their Red
d = Dragon
bn = Baron Nashor

So for instance, you kill your Blue Golem at 2:15, type "oB 7:15" in chat.

Team Work

You shouldn't be the first to initiate in team fights. If a team fight starts off, target one of their suishy carries. Don't use your ultimate until you are around 60% hp because it will regenerate a lot of health. Chase down running carries with Lunge and Burst of Speed. They won't be able to get away because of your Frozen Mallet and Exhaust.
