Introduction
I take battle cry first, because of the passive attack speed. I take three talon strike next for the increased damage. I clear jungles by opening with Q then using W to lower my cool down. Then I pickup my E and start ganking with both buffs. Later in the game I max Q first for the extra damage and knock up, the E for its damage and slow. I max W last.
Xin is a strong jungler, and because of that you don't need madred's razors. Instead used a vampiric scepter to start the game and transition right into berserkers greaves.
Next pick up a B.F. Sword for damage, which later will be built into a Black Cleaver. The black cleaver is what make Xin good. The stacking armor penetration allows him to take down enemy champions who have built defensive mid/late game, and has good synch with your Q.
Next is the spirit visage. This item is amazing on Xin, amplifying his passive and lifesteal regeneration, as well as granting bonus HP and CDR. The magic resist also takes care of Xins weakness to long range nukers.
The next item I get is situational, It's either a phantom dancer, or a blood razor. I pick up a phantom dancer if I'm facing weaker champions or a tank without a lot of HP. The blood razor is for teams that are AD heavy or have tanks with a lot of HP.
Lastly I build my scepter into a bloodthirster and grab either an infinity edge (if I got phantom dancer) or a defensive item based on their team comp.

Engage with E, then use your ult, as it scales with their current HP. Next use Three Talon Strike to dish out some heavy damage and stop their attempt at running. As soon as you hit your 3rd strike, use Battle Cry to speed up your cool downs for another combo of E and Q, so you can dash to them again and kill them.
In team fights, dash into the fray and use your ultimate to do as much damage as possible. Then use your Q to separate any weaker champions from the pack.
