Greetings, the "Looks can be Deceiving" build is a much easier setup to follow. I noticed when playing
LeBlanc, she has a difficult time farming early on. I also noticed that her abilities do not scale to well, thus influencing my choice to go with
Haunting Guise and
Sorcerer's Shoes for their magic penetration early on.
She has absolutely no problem killing with this build, surviving the initial counter-attacks however, is a bit more tricky. Which is why I have chosen to go with both
Rod of Ages and
Rylai's Crystal Scepter. When being a carry/support, and one of your teams primary crowd controller's its key to survive.
Please note, I added an Optional Item List of items I feel are good on lablancLaBlanc. I realize everyone's play-style varies a bit, some might prefer being more of a glass canon, while others prefer the tankier side of life. Feel free to swap an item out here and there.

Mana Regen Per 5: 33 Per 5 Seconds
Ignite provides the necessary tool to prevent healing and regeneration when trying to focus down a carry. It also provides that last bit of damage you need to score a First Blood! There's nothing more frustrating than an enemy getting away with less than 100 hit points...
For my second summoner spell I chose Flash, what better way to add even more chaos, more confusion, and more utility to this build. I truly love how mobile she really is. Your enemies won't know whats going on! =)
[MIRROR IMAGE](Innate): When LeBlanc is brought below 40% health, she instantly becomes stealthed for half a second. When the stealth fades, she creates a Mirror Image that deals no damage and lasts for up to 8 seconds. This can only occur once per minute. It appears with the same life as LeBlanc had when it triggered.
Her passive ability really is something unique. Combined with movement runes, or summoner spells like Flash, her passive provides the perfect escape. As soon as you drop below 40% you vanish, creating a clone, thus giving you a chance to get away.

[SIGIL OF SILENCE](Active): LeBlanc projects an orb towards her target, dealing magic damage and marking the target for 3.5 seconds. If the target takes damage from one of Leblanc's abilities, the mark will trigger, dealing damage and silencing the target for 2 seconds.
Cooldown: 6 seconds
Cost: 70 / 75 / 80 / 85 / 90 Mana
Initial Magic Damage: 70 / 110 / 150 / 190 / 230 (+0.6 per Ability Power)
Secondary Magic Damage: 20 / 40 / 60 / 80 / 100 (+0.3 per Ability Power)
This should be your primary offensive ability. The trick here is to combine it with your other spells to silence your opponent. If done correctly you can blink in, sigil of silencenuke, ultimate (re-nuke), and blink out. Boom your opponent just took a huge amount of damage within 3 seconds and your already on your way out.
[DISTORTION](Active): LeBlanc rapidly moves to a target location, dealing magic damage to nearby units. In the following 3 seconds, she can activate Distortion again to return to her starting location.
Area of Effect:
Cooldown: 20 / 18 / 16 / 14 / 12 seconds
Cost: 80 / 90 / 100 / 110 / 120 Mana
Magic Damage: 85 / 125 / 165 / 205 / 245 (+0.6 per Ability Power)
This ability is one of those all in one types of abilities. It provides "Area Effect Damage" great for farming, a great escape tool, a great catch your opponent tool, and a whole lot of damage! When combined with your Ultimate & Flash, your opponents won't have a clue whats going on!
[ETHEREAL CHAINS](Active): LeBlanc flings illusionary chains towards a target location. If it hits an enemy unit, it will deal initial magic damage and slow their movement speed by 25%. If the target remains shackled for 2 seconds, the target takes additional magic damage and is unable to move for few seconds.
Cost: 80 Mana
Cooldown: 10 seconds
Initial Magic Damage: 40 / 65 / 90 / 115 / 140 (+0.4 per Ability Power)
Delayed Magic Damage: 40 / 65 / 90 / 115 / 140 (0.4 per Ability Power)
Snare: 1 / 1.25 / 1.5 / 1.75 / 2 seconds
This is a great "skill shot" type ability that initially does some damage and slows your target, however, can then snare them. You really are the perfect assassin with an ability like this one.
[MIMIC](Active): LeBlanc can cast the previous spell she cast. The mimicked spell deals significantly increased damage.
Cooldown: 40 seconds
Cost: 100 / 50 / 0 Mana
Damage Increase: 10 / 25 / 40%
There are endless counts of ways to use her Ultimate. Each situation can provide a different use. You can double up your sigil of silencenuke for a massive nuke, you can double up your blink for double blink and double AOE damage, or you can double up your chains to seriously snare your opponent. Or you can just make up your own combos to win every situation! =)

I noticed LeBlanc has a difficult time farming in general, at least until you feel safe enough to spam your spells in order to kill creeps. With that in mind I have chosen a cheaper route to go, yet, without sacrificing usefulness. The Haunting Guise is great early on, for it provides ability power, health, and most importantly magic penetration.

Sorcerer's Shoes are really the best choice here. Without them it makes it much more challenging to get early kills and maintain a decent amount of damage. Later on it's usually a good idea to swap them out for Mercury's Treads for their magic resistance, and passive ability to remove you from snares, stuns, etc.
+60 Ability Power
PASSIVE: Your Champion gains 18 Health, 20 Mana, and 2 Ability Power every 1 min. Bonuses cap at +180 Health, +200 Mana, and +20 Ability Power.

I like to rush Rod of Ages for it's amazing amount of health, ability power, and mana. Later on this will come in handy combined with your mastery, Strength of Spirit which heals you based on how much mana you have.
+80 Ability Power
PASSIVE: Your spell damage slows the target's movement speed by 35% for 1.5 seconds (15% for multi-target spells).

After those three items I like to rush Rylai's Crystal Scepter for it's amazing amount of health, ability power, and it's innate ability to slow your targets after each ability is cast on them. Seriously, how is this not on her recommended item list? It really does make her sigil of silenceSigil of Silence / Distortion combo much easier to land.

UNIQUE: Increases AP by 25%.
UNIQUE: Places your champion into Stasis for 2 seconds, rendering you invulnerable and untargetable but unable to take any actions. 90 sec cooldown.

The Zhonya's Ring is absolutely amazing on any caster, especially LeBlanc. It provides an insane amount of ability power, and provides the ability to go Invulnerable. This feature is amazing, after flashing in, and dishing out a ton of damage, your foes will definitely look to strike you down, however after going Invulnerable it provides necessary time for them to redirect and give you time to get away etc.

UNIQUE Aura: Reduces the magic resistance of nearby enemy champions by 20.

The Abyssal Scepter is a great item to finish this build with. It adds more ability power, magic resistance, which is great, and of course more magic penetration. But this magic penetration effects all of your opponents for your team as well. It works well with the other items in this build.
