I agree with blackiceT that its a good start, but I do have my cons on it.
Mejai's Soulstealer would really not be viable in ranked (you will be instafocused)
Ghost is not a skill I would take for lux. It just.... Doesn't fit her..
Other than that, the items are good, and it is a good guide. Once you learn bbcodes youll be set! (:. Also, you can chekc out my lux guide ( its not finished yet ) for some ideas you might use.

This is a good start to a guide so +1 for you. I do like your build however you might want to say that Mejai's Soulstealer should be a situational item as you will not be able to fully use that item to its potential every game. Also Magic Pen Marks might be better. You should look at other guides like mine or Agoney's (user above) to see good ways to layout your information. Also read Johijohi's Guide to Making A Guide (rated 94%). This will help you with coding your guide and making it look more presentable.

Also TURN ON COMMENT TO VOTE. You already have gotten downvotes without comments because you have not had it on. Anyway +1 to your start and I hope you take this advice and improve on your guide!
