Not Updated For Current Season
The masteries shown here are not yet updated for the current season, the guide author needs to set up the new masteries. As such, they will be different than the masteries you see in-game.
First of all
I do apologize for my English which is not perfect. I'm going to try to do my best along this build about Taric.
Tank = someone who takes all damages on him
Off-Tank = a "half tank", in addition of another role
Support = someone who helps his mates thanks to his spells
DPS = (literally Damage Per Seconde) Usually used to mean a DD in MMORPG
DD = Damage Dealer, someone who deals damages
MMORPG = Massively Multiplayer Online Role-Playing Game
HP = Health Points
Ulti = Ultimate spell, the last spell (level 6)
MR = Magic Resistance
AS = Attack Speed
AP = Ability Power
CDR = CoolDown Reduction
MPen = Magic Penetration
Regen = Regeneration
MP5 = Mana Per 5 seconds

What is about Taric ?
Taric can be Tank, Support and DPS (yes, he can !) but in this build he's off-tank/support (precisly for his heal), I explain : you have some HP (especially in early game withandafter), some armor (thanks to Shatter) and in middle/late game more MR & armor (withand(the order can be different, it depends on enemies)).
Support spell... What else ? Can be replaced by another spell if one of your mates already have this spell or if you dislike it.
A few exemple to replace it :
Exhaust : to slow an enemy after your stun for your mate can finish him without he escapes under his turret.
Ghost orFlash : to catch up someone or run away (I like Flash more than Ghost but it's my own opinion, both can be picked).
Clarity : Very useful for Taric for his utli and his heal which can be launched more often to stay longer on his lane.
As I already said : "Taric off-tank/support".
So 21 Defense for armor, RM, HP, decreasing damages dealt on you AND Ardor which gives some AS (useful forimbue and passive ability of Taric) and AP (4% of your total AP !).
And 9 Offense to have a little more AP, CDR and MPen.
The stun is useful to kill your opponents with your mate on your lane.
To recover your HP and your mate's HP and stay longer on your lane.
For your second spell, you also can pickShatter :
It depends on your situation in the game at level 2, if you need more HP or more DPS to help your mate kill someone.
Greater Mark of Insight : to add some MPen to help your mate, espacially in early game, to kill your opponents withShatter after yourDazzle.
Can be replace by AS to regen and imbue.
Greater Seal Of Replenishment : to have more MP5 to stay longer on your lane.
Greater Glyph Of Force &Greater Quintessence Of Potency : simply to have more AP to launch better heals and deal more damages.
Dorans Ring : +100 HP, +15 AP and +5 MP5. What else ? (/!\ keep it until you have to sell it to buy your last item /!\).
Mercurys Treads : to stay as long as possible alive (RM and Tenacity).
Rod Of Ages +Abyssal Scepter +Zhonyas Hourglass : 3 items "off-tank/AP" because they boost HP, armor, RM AND AP.
Rabadons Deathcap +Morellos Evil Tome : to have more AP, CDR and MP5
As a nutshell I can say "Magic Taric's build" is funny to play : you heal like hell and survive pretty good, for those who play at any MMORPG you'll feel you play like a healer in a group. x)
