Ryze, the rogue Mage
Because he is awesome! And with this build you can pretty much 1v1 any other champion and be able to take more damage then what a caster should thanks to CC.
1st thing to know about Ryze is to spam your KEYBOARD!
Because thanks to his passive each move you caste lowers the cd on all his other moves by 1 second!
2nd, unless you have good coordination with the person your laneing with for ganks, do not waste mana on enemies early game(less then level 10). Up until then it is all about the farm and the creep last hits.
3rd, get last hits on every creature available, DO NOT waste mana on lowering a creatures health only use spells if it can get you a last hit, if you see yourself at full mana and there are no low creatures this is the only acceptable time to harasse the enemies with your spells

This is the most important thing about this ryze build. The Build is fairly expensive so you have to kill as many creatures as you can, before level 6 just save your mana for getting last hits on creeps. after level 6 just r,e,q,w,q to whipe out a whole wave of creep. just make sure your targeting the one with highest health with the most creep around him.
Glyph, because it helps him get 40% cdr to spam more moves.
Mark, because Magic pen is awesome.
Seal, this can really be anything, but seals have horrible flats and don't scale well with anything for casters and since mana = damage then this helps set ryze up for late game.
Quintessence, because Magic pen is awesome.
Really this just sets ryze up for max dps/survival with cdr being able to keep people off of me early game while I farm thanks to stuns.
And it scales extreamly well into late game with magic pen and being at 38.1% cdr with frozen heart.
Mark, because Magic pen is awesome.
Seal, this can really be anything, but seals have horrible flats and don't scale well with anything for casters and since mana = damage then this helps set ryze up for late game.

This is just a balanced ryze build with the most cost efficient items that give huge bonus's for each part of the game in order.
Changes I would advise is itemizing around your opponents.
IF they have AP and AD hero's both then stick with this build.
IF they have NO AP then you can drop Banshees for a second RoA as long as you can complete the RoA before the 35 min mark after all the other items in the list, otherwise it can be Thornmail if your getting focused alot other wise just get another Archangels.
If the have NO AD Then you keep the build the same, cause you will still win and the 20% cdr is not replaceable.
If it is late game and you see they still havn't been stacking magic resist or is only 1 of them have mres. Then Drop Void for another archangels.

Due to the expensiveness of the build it seems to require you to be laneing at all times because of this I see teleport as a must.
Flash also just helps on setting up kills.
If you don't like teleport or flash, ignite is always great early on if your coordinated for ganks. And you can always change the masteries around to support exhaust or ghost. IF those are skills that you feel are needed.
The only other summoner spell I see that can be considered is Clarity, This will keep you laneing longer early on in the game and help you charge up TotG. Only downside is it is useless late game. If you are skilled enough with getting last hits this shouldn't be a problem and shouldn't be taken.
