Chapter 1
This build is basically all about attack speed and magic damage, and I found this build very effective all-around, both versus Heavy tanks and Mages alike. Maybe even better then the normal attack damage builds in some cases. But this build still has pros and cons.
If we do some simple math with a base damage on (146+(107*7%*4)+(100/4)+20+42)*5% (Basic damage, Impure shots, Sword of the Divine, Malady, Wit's End, Havoc) might not sound like much but with you doing 2.5 shots per sec. turns this build into a real killer. Getting Lizard buff makes this even more deadly. A good hint to all Miss Fortune builds is to have the Lizard buff as much as possible for that extra damage and slowing.

Skills:
Double Up
Miss Fortune fires a bullet at an enemy, damaging them and a target behind them.
Impure Shots
Miss Fortune passively increases damage dealt to a target with each strike. This ability can be activated to increase Miss Fortune's attack speed and cause her attacks to lower healing received by the target.
Make it Rain
Miss Fortune unleashes a flurry of bullets at a location, dealing waves of damage to opponents and slowing them.
Bullet Time
Miss Fortune channels a flurry of bullets into a cone in front of her, dealing large amounts of damage to enemies.
Spell choice:
The reason why I chose Ghost and Cleanse for this build is because of Miss Fortune being very dependent on her teammates and very vulnerable to stuns, slows, blinds and disables. Playing against people using Exhaust, which most does, this is a must to have.
An alternative to Ghost is Flash, which works very well for both escapes and covering distance towards your prey. But I personally prefer Ghost for that extra speed to do more shots against a fleeing target.
Core items
Malady
Malady adds 20 Magic damage and reduce their magic resistance by 6*4.
Sword of the Divine
Gives you extra Armor Penetration when facing tanks, which can give you that extra bit of damage to solo them. Other then the massive 60% attack speed its passive gives you 100 damage per 4 shots.
Wit's End
Wit's End is very effective against all with Mana since it directly damages their HP and burns MP for 42.
Sorcerer's Shoes
Gives you extra Magic Penetration, switch this late game Berserker's Greaves when you have reached the 2.5 shots per sec cap.
Alternative items:
Elixir of Agility
Elixir of Agility is very good early game, especially if you have a bad start. Since activating it can give you the upper-hand in a teamfight. Don't be afraid if you die, you will respawn with it, unlike Oracle you have 4 minuts before it runs out.
Besides, if you can score a kill or two it will give you the money back for the potion plus that lovely experience for killing your opponent.
Guinsoos Rageblade
Guinsoos Rageblade adds attack damage and ability power. Furthermore an extra speed and ability power bonus per shot fired. Maximum of 8 stacks.
Hextech Gunblade
Hextech Gunblade, one of my favorite items for this build since it has Spell Vamp and Life leech at the same time making this a very good hybrid item.
Trinity Force
A very good item for this build since it gives ability power, attack speed and extra movement speed, which will allow you to fire more shots in a chase. Other then that it gives you 25% chance of 35% slow, which is very effective when there is a 2.5 sec slow and you doing 2.5 shots per sec gives you an effect almost equal to Frozen Mallet. Even further it gives you more HP and MP to give you a bit more survivability.
Have fun playing this build and have fun at looking at all the numbers popping up over your enemies. Which is a lot!
