Welcome to the guide to playing a proper Singed.
For runes, you will simply want tank ruins, but adding the magic pen will make your poison alot more effetive early game, especially against Squishies. I take armor, magic resist, and magic pen, and for quints mana bacause early game like most champs singed can use the mana and it gives bonus health due to his passive.
This is tricky to explain, however, as you should know, most items are situational, so the items i listed above can be swapped depending on your team and the others teams composition. Singed's core items are banshee's veil and Rod of ages, these give him great survivabilty, mana, and damage output. First off i take two health potions and a Saphire crystal for the mana and health bonus. Remember singed's passive gives him X amount of life for the amount of max mana he has.So rushing rod of ages is smart because you need time to let the effects and bonuses stack from it's passive. Also banshees veil will increase your health, mana(more health), and give u great magic resist as wll as block a spell every 45 seconds, this is great for surviving, this item has saved me more times then any other item in the game. Your last core item should be shoes, but there is a few options here. I personally perfer the boots of mobility for the huge speed bonus, but merc treds are useful for a team with huge cc(croud control) and stuns and slows, which makes it much better for chasing.
Now any other item in this build can be switched out depending on the situation, however, i use these items in a game with a balanced team. Rylai's crystal septar is my personal favorite, because on top of the health and ability power, it gives your poison a 15% slow and your fling a 35% slow, making it much easier to escape, kill, and save teamates. I highly recommend it. The frozen heart is also amazing because you get even more mana!! which means more health, and 99 armor which is great for stopping ad carries and melee characters. the passive also makes it easier to kill and slow enemies killing power, very useful for escaping and defending. Now force of nature is great because it gives a nice movement speed bonus,huge magic resist and amazing health regen giving singed even more survivability and chasing and escaping mechanisms, making it nearly immpossible to kill you. Other viable items on singed can be thornmail, abysal septar, and archangel's staff, depending on the other team's composition.
For singed i would not use anything besides ghost and ignite,early game if you are trapped by your turret, its soo easy to pick up a kill. Just flip, ignite, poison, slow, and run in front of the person so you keep on applying your poison. With ghost you can use it to chase and keep in front of your enemy, to pick up an easy kill.
