Hi there and welcome to my Teemo build!
As we all know MobaFire is drowning in Teemo builds and guides since his remake, but as a Teemo player i just have to show you guys my way to play him, if you want or not! :D

Summoner Spells:
Usually I go with Ghost and Exhaust for chasing or running away, but Spells like Flash (for flashing through bushes to plant shrooms) or Clarity (for less mana dependence in early game)
would also make sense.

Runes:
Red: Red runes give you like 0 AP, so you better go with MP for doing more Dmg.
Yellow: Here I take mana runes for less mana dependence, but you can also go with HP runes for being less squishy in early game.
Blue: The Glyphs of Force give you like 28 AP at lvl 18 so they are a good choice pushing your Dmg.
Quintessence: The AP Quintessences give you 15 AP right at the beginning so they make you poison hit harder right at the start.

Items:
I usually start with Doran's Blade because if your mid you'll need the staying power early game and if your on a sidelane you'll be focused all the time because you're squishy and annoying so the extra HP won't hurt ;)
Then I buy the first boots for extra movement and the catalyst of protector for extra HP and mana.
After that I finish the boots and start building Nashor's Tooth and finishing the Rod of Ages.
Now you shouldn't be as squishy as other ranged in mid-game.
NT also gives you CD-reduction which is great for your mushrooms.
After that I start building Rylai's. Now you have over 2,5k HP and your Mushrooms slow 65%, so they're even more awesome for CC :D
If the match isn't over by that time I go on with Zhonya's for even more Mushroom and Poison Power x) and after that i choose Lichbane for the final burst in endgame.

Some tips:
-Plant your shrooms whenever you can, into the bushes and on key positions of the map (like at Nashor).
-Make sure to use Move Quick all the time. You'll be running around for planting shrooms and running away a lot because you'll be main focus most of the time.
-Don't use Blinding Dart at the mages in clashes (should be obvious why :D)
