P.S. I do not make builds often, this is actually my second one so things might be a bit sloppy and out of place. If you are willing to take the team and deal with my picture-less guide, I'm sure you will not be disappointed.
It's been a year now since I started playing LoL and within those years I've been playing Singed for a while. I've tried him with several builds, there was one with the Archangel staff's, People would always say stack those but what I was wondering is how the hell is Singed going to up that Tear of the Goddess. So I did my research and this is what happened.

I always get fling first as it is a great harasser, I mean you can get Q n all but it does not do much, I believe fling can get more damage in and maybe even a kill if you can exhaust if they are low on health. Get Q afterwards for your 1-2 combo which is flinging them into your poison, and from there on get Poison trail and the slow Ooze. The reason for this is that the Ooze can get you more flings into your poison and CC is always nice. The reason why I don't up fling first is because it's only a 50 damage increase per level, comparing the amount of flings you get without ooze and the amounts you get with ooze, the results will be clear.

You will constantly toss your opponant around like a rag doll with the CDR on this beast. It gives you health which makes you more beefy and finally that insane speed boost which can almost guarantee successful fling. Every little thing about this item fits with singed's style. This is actually the reason why I made this built, I saw everyone else's and I was like wow..where's the Shurelya's Reverie.

For runes I choose Magic Pen Reds as you are going to need it like every other champ needs penetration red runes. Mana regeneration seals, this allows you to stay in lane longer to harass. Flat AP glyphs for the damage, it makes you a bit more intimidating. For Quints I get the Utility movement speed +1.5%. These will make you so fast, it's the best thing ever.
