If the enemy jungler sits top, your job as the jungler is to steal generally all but one of his creeps at each camp (leave a small wolf, small wraith, the small golem up so the camps don't respawn and he wastes time waiting). When all's said and done he'll be underleveled and you should be able to invade his jungle at will.

As far as rageblade goes, I feel its useful in any situation. The whole reason I emphasize the 45+48 ability power it provides at max stacks is because that's third most from any item (off the top of my head, deathcap at 140 and zhonya's at 100). Also, it increases her tower pushing potential with an extra 35AD and 32% attack speed. If the enemy solo top is building armor, which is generally the case, it's still worthwhile because the AP gained makes her spear, pounce, and swipe chunk a little more.

As far as the combination goes, I feel as though Q should virtually always be saved for last unless you can get a kill with it immediately. The only reason I say so is because if you're positioned correctly and input the combination as fast as you can, the opposing player doesn't react fast enough 99 out of 100 times. The entire W > E > Q combination should take less than 1 second. BUT, if they are below 50%, Q at any point can make sense, especially since the damage on her Q isn't really the big threat. 250% as opposed to 300% on a 70(+~20) damage skill is only about 45 damage in the scheme of things.
