I don't like downvoting because I am a kind person but let me tell you some mistakes you did:
1. You can't max a spell at level 8, but however you can max one at level 13.
2. . First of all, don't put a point in Summoner's Resolve because extra 10 gold is not worth it wasting a matery point(when you stay still for recalling, you get 10 gold. I'd put that point in Veteran's Scars . There are some other mistakes in the mastery trees however.
3. Try either AD quints+marks, seals flat armor and scaling mr glyphs or AS marks, MS quints and same seals and glyphs.
4. Your build sucks because, if you want to jump the enemy with your ult, wooow, your defenses are so low you will get melted before your team can jump with you(meaning less than 1 second). You have no armor, no MR and you can't kill the enemy carry because you can get CC chained.
5. Flash is better on Nocturne than Ghost because Ghost is used on champs that can't stick on their targets other than one spell(i.e. Nasus's Wither).
