Hi Mobafire and welcome to my 7th build,

Pros:
- Super heal
- Free mana
- Silencer
- Good passive aura
- Easy to get assists (ulti)

Cons:
- Very squishy
- Always gets targeted in teamfights
- Weak attack spells
- Very bad farmer


How to play with her:

Early game:
Start with Amplifying Tome (AT). If you want to start more support, buy a Mana Manipulator (MM), but since I prefer more AP I go for the AT. Support your mate who's laning with you with mana and health, don't use your mana/silencer for yourself all the time, remember, you are a teamplayer/supporter, they need you! Fortunately a Mejai's Soulstealer (MS) is not very expensive, buy it as soon as you can. Also buy boots, I always take Boots of Swiftness but I think the Mercury's Treads is also good. After you got those items buy a MM.

Mid game:
You got your ulti which is very useful in teamfights, even when you are not in a fight you can support your team, try to use it before they kill someone, it gives you an assist, that means, 1 stack on your MS!
I've been practicing with Soraka alot, because I wanted to know what item was better with her. Innervating Locket or Soul Shroud? After several games I thought the Soul Shroud would be better, the cooldown reduction aura is just epic. So, my advice is, buy the Soul Shroud.
Since you are a good healer, you need more AP! Soraka can't live without AP. Buy an Abyssal Scepter, for much AP and a nice aura.

Late game:
If the game manages to get this far you should go for some armor. Soraka is squishy, so a Randuin's Omen is a good item for her. It makes her a bit more tanky and more cooldown reduction!
Then as your last item I would buy the Zhonya's Ring, just epic AP. You want it.

Summoner spells:
I take flash, to flee with, or ghost, to chase bastards and for nice running.
