Introduction
Why may you ask, well you don't HAVE to, but I suggest it. I am yet to lose a game with Jarvan (I have played about 30 now) and I have a 40 K/D in ranked. Not only that, but I have gone extremely positive in normal games and I have gotten First Blood either for myself or my lane partner almost every time.
Pros:
Extremely strong
Can build tank but yet do insane damage
Strong Lane presence
Can jungle very well
Buffs AD champs VERY well
Epic ultimate
HE IS FREAKING HUGE
More, but I don't want to list anymore, sorry
Cons:
Until level 2 he sucks XD
Can be mana heavy (You will solve this easily, read Play Style section)
You need to learn how to use his Flag and his Ulti
Not much else

I go 9/21/0 in both builds because the increase in defense helps out a huge amount, and the CD reduction is also a big bonus. The reason I put one into Archaic rather then going one into ghost is because his Flag, which does considerable damage, works off magic damage, his passive which gives tons of damage is magic damage, and his other skills may too (Don't quote me on that)
Building the two Heart of Golds at the start of the game give you almost godlike survive, and the ability to get tons of Gold per 10, also when you need the extra slot, or money, sell one of them for the item you need. The other items are very straight forward and can be switched for different things, however I find I do well with just these items and rarely get past the tri-force before the other team surrenders.
At level one be very cautious with how you play (Make sure to tell your lane partner to be too). After you get your Dragon Strike and Flag, you can start going right after your enemies (Level 2). How I play Jarvan is I will start off laning with someone I know can hold the lane as a solo, after I reach around level 5-6 I start jungling (Either our jungle if we don't have a jungler, or there jungle if they don't) Start off with blue and continue through the jungle. Getting blue will basically make you awesome seeing you will never run out of mana and can use your skills quite often. After getting red, start to gank. You should be at level 6 making your ganking power insane with your ult/knock up. Keep roaming and jungling till you are needed to lane.
That is about all for my Jarvan build, it is more an item build but does feature some Play Style. At the moment I have not commentated on my gameplay for him, but I have about 5 games I have recorded that just need to be edited.
