After reading through all the available guides and tried them I felt like most of the guides said that Talon is bad against tanks and off-tanks and apparently after following their build, I realised that he is bad against tanky champs. So I start experimenting new builds for him and I came across this build that I used to take down a fed renekton (full item) with guardian angel without having even one fourth of my health taken down.
So, I would like to share out this build with all those who wish to use Talon in a more viable mode. Lets start then ^^.

I guess its pretty clear for most of the runes but as for the Quint, I use the expensive vamp Quint since it gives you 2% x 3 = 6% life early game, which is as same amount of 2 dorian blades which can increase his sustain in the lane and he can use the money to buy something else.
Why armor pen but not damage?
Because this guide is mainly for talon against tanky DPS. So, i guess that explains it.

I choose to go full offense for masteries because its Talon, he's main purpose is to kill.

Personally, I am not a big fan of Dorian items and since they had been nerfed recently, I don't see a reason why we should get it for Talon. I rather move faster than enemy to escape and harass early game. After that I quickly rush for a brutalizer due to its decent damage and the passive CDR which is very great for talon since his Cooldown times are decent too....lol
I finish my Merc Tread after that right away. Once done, I start to make him beefy by getting the components for Warmog to reduce his squishiness and also since Warmog is a stacking item, so having it early is not a bad idea. After that, I don't see why to keep the brutalizer that way, so lets turn it into a youmoo's blade. Now that you have a warmog and a fairly decent stacks, why not get an atmas. Some might not prefer it due to the nerf but for me i think it is still a pretty a worthbuying item.
Next, since we are up agaist some pretty clever tanks who would build thornmail and frozen heart etc. for him, madred bloodrazer is a must in order to go up against these enemies. Trust me, it is a very good item because due to the enemies tankiness, you cannot expect to burst them down and kill them in seconds like Talon can do to against carries, so he does have to rely on auto attack for a certain extent.
Actually, the last item can be either IE or BT, but personally i prefer BT due to the damage it gives and the stackable amount of lifesteal which will be very great for Talon.

Not much to say,

1) Why I up the Q "Noxian Diplomacy" first and not W "Rake"?
Because this is a very good skill similar to Wu Kong's crushing blow and since you are laning against those off tanks, Rake will not be a really effective item to harass them. And also Rake is more spammable, therefore it might accidently lead to OOM when real situation comes.

Summoner Spells are more like personal preference, so I would not say anything here.
