Not a bad start, but I have a couple tips that I think you should probably keep in mind :)

Thoughts on getting Pickaxe on your first buy? It does build into IE, and it gives some nice AD that'll make CSing and trading a lot easier.

Frozen Mallet isn't all that great of a defensive item. The build path for it is terrible and it's super expensive for stats that you don't even need. Upgrading it for another 2.3k isn't very good for the same reason. You get pure health, but that doesn't help against burst/sustained damage because you have little to no Armor/MR as well. If you want a slow, just ask your jungler for Red buff. By the time mid-late game rolls around, you shouldn't even need to ask before your jungler donates it to you.

Enchantment: Distortion I feel is another option that you could potentially include :) Since Jinx has no reliable escape mechanism (aside from her passive, but that's a very iffy choice of escape), the reduced cooldown on Flash can save your life/make plays more often.

Also, I think you could mention getting Statikk Shiv as an alternative to Phantom Dancer. I get it when I'm behind since it's cheaper by a little, or for more burst with the lightening passive. If it gets to super late game (like 45-50 minute mark) I sell it for PD, but it's a good item if you need to catch up.

Still in the works, but can you change the title? It really sounds like the top guide's title. Be creative.

Also, can you change the core items in your cheat sheet? I'm pretty positive you rush IE, not PD, and some people just look at the cheat sheet, thinking they should be going for PD first.
