Maxing out 3 talon strike first is like maxing out rune prison. You do more damage with it, but it is still just a stun.

I recommend maxing out audacious charge first, since you farm minions better, then putting a few points in battle cry early on to proc your 3 talon, and get audacious and 3 talon off of cooldown.

Get youmuus and randuins somewhere too, xin is a cooldown reliant champ, and must be pretty tanky to survive in the middle of teamfights, since he is a melee champ. Plus, xin gets into the fray pretty aggressively, might as well have an item like randuins on hand to slow down their ad carries.
