I am writing this guide because I have had some success with this build and I find it to be pretty balanced. I'm not the greatest LoL player. I don't get 50 kills a game, but I do usually go 5:1. This build focuses mostly on Attack Damage, but the items have some great passives.
-Lots of damage
-Great early game harasser
-Easy to use
-Has a stun, shield, and personal teleport
-Early mana starvation
-A little squishy
What you SHOULD have
-Ghost: This is a great escape mechanism as well as a good chasing mechanism. It can help you get kills, escape from kills, and get to a spot very quickly.
-Exhaust: It's great for getting easy kills. It's great for escaping from a single enemy.
-Flash: Good escape mechanism or chaser.
-Ignite: Good for getting those last few hit points for the kill.
What you COULD have
-Heal: Useful for staying in lane longer or escaping.
-Teleport: Useful for getting back to your turret or pushing other turrets. Also good for team battles if you are far away.
-Cleanse: Good for escaping crowd control effects.
I personally enjoy having fortify because it comes in handy a lot.
Pantheon is a very offensive champion. He benefits greatly from a 21/?/? mastery tree. You can get creative with the last 9 points but you need at least 21 points in Offense.
For runes, I like to use Attack Speed. It helps with being able to hit more and do more damage. You could also go Armor Penetration.
Pantheon has a great passive skill: Aegis Protection
Aegis Protection is great. You can block a lot of damage, and this makes you less squishy.
Spear Shot is a great harasser. It's also a great way to kill enemies when you're chasing them down.
Aegis of Zeonia is very useful because of the stun. Coupling this with a Heartseeker Strike followed by a Spear Shot can cripple enemies.
Here is Pantheon's bread and butter. Heartseeker Strike can deal a lot of damage in a very short amount of time. You can use this for pretty much anything.
Pantheon's ultimate is incredibly useful. He can come in during a team fight and obliterate the opposition. He can use to to teleport to turrets or inhibitors.
I like to start the game with Doran's Blade and a Health Potion. Doran's Blade helps with Attack Damage, Health, and Life Steal. The Health Potion lets you stay in lane longer.
When I have enough gold, I buy Berserker's Greaves. These help with Attack Speed and Movement.
Next, I like to go for Tiamat. This helps with Attack Damage, Health Regeneration, and Mana Regeneration. Don't save up. Purchase the Rejuvenation Bead first and then go for the Pickaxe. Your inventory should look like this
Once you have enough gold, get Tiamat. Killing minions becomes much easier because of the splash damage.
I then shoot for the Bloodthirster. Get the BF Sword first and then the Vampiric Scepter. Your inventory should look like this
Save up and get Bloodthirster. Your Attack Damage will start to go up due to its passive.
I go for the Frozen Mallet next because of the slow and it helps make Pantheon less squishy. Buy its parts first so you benefit sooner.
Next up is the Black Cleaver. Taking away the enemy's armor is great plus the Attack Damage increase is wonderful. Buy the BF Sword first.
Right now, your inventory should look like this
The 6th item is up to you. You can buy another Bloodthirster or go for Infinity Edge. Both are great choices. Sell Doran's Blade and either buy Infinity Edge or Bloodthirster. You could go for something else but I recommend one of those.

Those are the basics for my Pantheon. He is very offensive but you have to play smart with him.
A good rule of thumb is W-E-Q. Stun, Heartseeker, Spear. It works great for punishing lone champions.
If an enemy champion is pushing one of your turrets, you can Grand Skyfall in while Fortify is on, Aegis of Zeonia to stun, Heartseeker Strike for damage, and Spear Shot for a last hit. If he still has some life, Ghost to chase after him and Spear Shot him. I really like doing that.
Spear Shots in early game are great for harassing.
Here's a tip, instead of saving up to buy an expensive item like Bloodthirster or Black Cleaver, buy the more important constituent parts first so you have a little help. Then buy the whole item for the passives. This helps you with the damage over the course of the game.
