Now Im level 30 with 353 wins and i see that the runes i chosed and the masteries were very fail but now i remastered it and i hope that you think better about it!!!

ok i know that stun cd is lowered and damage is increased but what good will it bring it if you have heartseeker cd anyway? isnt it a pure mana waste?

Eeee... ok from the begining:

Runes:
9 marks for < 3AD? mhm.. ok, check the ArP ones :P NOW! go go check :)
18 runes (blue+yellow) for 12% Crit damage... eee ok check your % crit. 2% mate 2%. Putting AP runes would be more beneficial tbh for grand skyfall and AoZ.
Armor quits... well if you like it ok. But i think getting flat hp quits would be more beneficial.

Masteries:
Heal without heal?
Evasion and Nimbleness, weak choice for putting 5 points.

Skill order:
Why do you lvl up AoZ so fast? Maxing Heartseeker at lvl 13, way too late to kill something.

Items are good.

Overall, you will not kill much early game coz of skills and runes. You will start doing something in mid game but than when you start end game will kick in and in endgame Panth isnt that OP anymore.
