I play Taric since some months and i really like him, his stun in laning phase is really stronk and he's one of the best supports. (depending on lane-partner)

For Runes I take Greater Seals of Avarice and Greater Quintessences of Avarice for getting Gold quick and safety. Also I use Greater Marks and Glyphs of Force for my Healpower, 'cause were Aura, no AP, but this helps to make the heal very effectly after all.

Standard Support masteries. No comment.

Standard Aura-Support items. No comment.

VERY IMPORTANT

You always need to have one Empty Slot for Wards, you always have to have 4 Wards (minimum). And, depending on your Gold, you should get a oracle, do destroy enemy wards and make the enemy supp less effectly.

Stun at one, max "w" first, after "w" you max your heal. Lvl 6,11,16 Ulti - Standard.

New Meta. If really needed take CV, but in generall you should take heal.

-DONT TAKE CREEPS !
-Ping and stun right after the ad carry, run to him, burst with "w" and piss off again.
Teamfights:
-Stun enemy Ad Carry.
-Heal your Ad Carry not at beginning of fight, you should heal him when he looses half of his life.
