As all of Quinn's abilities scale with AD, I find it necessary to rush The Bloodthirster (has added survivability too, and cheaper than IE).
Also, Quinn ALMOST ALWAYS works best in top lane.
Passive: Simple, just try and hit enemy champions when this is above their head. You can put it there instantly using your Vault.
Q: Blinding Assault:
I have found a number of uses for this ability. Its main feature is an AoE blind, meaning that it can still work if hits a minion just in front of an enemy.
Use it to harass instead of Vault if your opponent has hard CC (stuns, snares etc...), else they can stun you next to them (painful)
If you are bring perused or are on low hp, the slow and blind can save your neck. The slow is also useful when chasing enemies, but preferably use your Tag Team if it is off CD and they have above a few bars of HP.
W: Heightened Senses: This is useful to check if there are nearby enemies lying in ambush. If you can, use it to check the brush whenever you go into your lane.
Late game, use it to hunt down survivors for team fights, help escape from being perused and alerting your teammates of the enemies' position.
E: Vault: My favorite ability, due to its extreme usefulness in both attacking and escaping.
WARNING: Do not attack first (Or harass) with Vault if the enemy has hard CC, try to use Blinding Assault instead.
A good combo with this ability is Q (to stop them fighting back without abilities), then E (to do damage and place mark) followed by a few auto-attacks while they are slowed, dealing extra damage.
This ability can also be used to escape, because the 'bounce back' off the champion will propel you further than you originally where (be careful not to activate it when you are behind them, else you will bounce backwards).
R: Tag Team: Use this to attack, escape, and get back in lane quickly. Its cooldown will decrease to 100 when it is maxed, making it more disposable. Take caution, as your speed will sharply fall if you take too much damage when using it.
Also, Quinn ALMOST ALWAYS works best in top lane.
