Quinn is an all around good carry and an even better bruiser, if you are looking for an ADC guide, this isn't it. Yes you can run this build bot lane, if you can do so effectively then do it. Quinn is built to kite and chase, Emphasis on chase. If Quinns was a guy, her name would be Chase. As long as you play smart, and try to burst carries while soaking up damage, then you will be fine in lane.
The lane and you
First of all, Farming is your thing. You are still and ADC so you need farm to deal damage in any notable amount. Rushing an avarice blade helps you immensely. First of all, your hardest lane opponents are people like Pantheon, Talon, or other Assassins and ADC's going top. Flash and Ignite because, well, flash to jump away for kiting purposes or flashing forward to secure kills. Ignite for Securing kills and facing Volibears top. Other possible spells include Ghost instead of flash, or Teleport instead of flash.
Runes and masteries

Because Quinn is an ADC, Kiting is still her main goal. You always want to be out of your enemies range in top lane. Against tops like pantheon or Malphite remember to keep their shields down. If you are going to go for a kill always wait for harrier to mark them, Hit them once, then go in for the kill with an E to mark them again and just chase them do death. The key idea is to deny them farm and to farm as much as possible yourself. Enemy laners that are hard to deal with
