Yeah, that happens when one hesitates with publishing the build :p Replace rally with surge, i will test it and change the build once it starts supporting surge.
Heimer is a zone control champion. A team fight should happen for a reason - like a fight for a buff, or dragon, baron, or a turret. So if Heimer places his turrets well, his team can for instance kill dragon while the enemy watches. If they try to fight you, you will put up rally, ult, and nuke the enemy to hell. If they don't, you just got a dragon/baron/turret. I don't think that heimer is useless after the laning phase is over, and this is why. People tend to underestimate his turrets, allies and enemies equally. If you get your team to trust your turrets, its the same as fighting near the corpse of your dead karthus.
I wanted to add a bit about his lane too - this build is basically made to counter burst champs, and supports the idea of a poking cham as much as it can. you will have mana, you will have health, you will have resists and hp, and if they let you farm long enough, you will have ap. if they dont let you farm... then you better be prepared to fight at your towers, just like i said earlier :)
