Lore

While other young yordle girls played skip-step and braided wreathes out of posies, Poppy spent her youth earning calluses and grease stains in her father's armor shop. Blomgrun, her father, was Bandle City's finest smith. The only thing he loved as much as his work was his young daughter, Poppy - named for the sprightly sounds of the sparks that leapt from his ever-burning forge. He swelled with pride the day she was first able to lift his trusty hammer, Whomper. Poppy immediately took to his art, demonstrating a natural gift for smithing, which Blomgrun honed with devoted instruction.

One day, a Demacian general named Florin Berell commissioned Blomgrun to craft a helm, glorious beyond comparison. Blomgrun toiled away on this project, determined to present Florin with his finest work. He let Poppy set the center jewel, entrusting her with the most important piece. When the pair finished, they departed for Demacia to deliver it in person. Word of the general's order, however, was leaked to the Noxian High Command, and two Noxian assassins were dispatched to intercept the delivery. Blomgrun was able to occupy the assassins long enough for Poppy to escape with the prized helm. She watched helplessly from the brush as her father was slain. Instead of fleeing home, she carried the helm the rest of the way to Demacia alone. She refused payment for it, saying that no amount would compensate for her father's life. Instead, she offered it as a gift, honoring her father's final intentions. Florin saw the grim determination behind the tears in her eyes, and requested that the leadership of Bandle City appoint Poppy as the yordle ambassador to Demacia. Soon after, seeking to crush Noxus with her father's hammer, Poppy volunteered for the League of Legends.

"Poppy may be small, but Whomper - or her will - is not."

Skill usage

Poppy's Valiant Fighter tooltip can be misleading. 50% damage reduction only applies to the portion of damage that actually exceeds 10% of Poppy's current health, not entire damage of that attack. Example: Poppy has 1200/2000 health and is being hit by a 400 damage nuke (after resistances). She will then take: 1200*10% regular damage plus (400-10%*1200)*50% reduced damage, which will total in 120+140=260 damage taken.
Poppy's Valiant Fighter procs against most attacks, especially burst DPS and mages, but is less effective against numerous small attacks from minions or enemies with high attack speed and low damage.
Paragon of Demacia can be offensive or defensive, allowing Poppy to run away or charge straight at the enemy.
Maxing Paragon of Demacia first can give you that little bit extra to win a fight, kill an enemy or take down a turret.
Use Exhaust or Flash when an enemy is near a wall to position yourself so you can successfully use Heroic Charge to its fullest extent.
When chasing an enemy, remember that it is often easier to ram them into a wall with Heroic Charge and stun them than attack them when you catch up to them. Maneuver to the side of them so that the charge will bring them into a wall.
This can be made easier by using Paragon of Demacia when maneuvering around to their side.
Heroic Charge stuns when pushing an enemy champion into surrounding terrain, also included in "terrain" are towers. Even after a tower is destroyed, the rubble leftover is still included as "terrain." Nexuses and inhibitors are also terrain.
Anivia's Crystallize, Trundle's Pillar of Filth and Jarvan IV's Cataclysm do not count as terrain for Heroic Charge, causing Poppy and her target to move through the wall instead of colliding with it.
Heroic Charge can be used to charge across impassible terrain, so long as it is in between you and your target. This is usually unexpected and a great way to either jump an enemy who flees too closely to a wall when you are on the opposite side, or can be used to charge to neutral minions on the other side of a wall in the forest, to escape. Keep in mind that you must have vision of the target, and thus this isn't often possible when chasing an enemy by yourself.
Early on, your EQ combo damage will be increased more by putting points into Heroic Charge rather than Devastating Blow. By mid game, Devastating Blow is more important as you want to get your cooldown to the point where you can spam the skill in team fights.
Diplomatic Immunity boosts all damage you inflict including summoner spells and Item actives. This includes Ignite, Hextech Gunblade and Deathfire Grasp.
Diplomatic Immunity is very useful against ganks and in team fights. It can also be used to tower dive very effectively. While Diplomatic Immunity is activated, towers cannot damage you until either your target dies, or the duration ends. After tower diving, you can use Flash, Paragon of Demacia, Ghost, or Heroic Charge a minion to make a quick escape.
Poppy is a great roamer with Paragon of Demacia allowing her to move quickly throughout the map disrupting enemy solo lanes with her Heroic Charge.
Poppy is also able to return to lane much quicker with Paragon of Demacia
The 8% bonus damage from Devastating Blow causes the skill to scale well with your opponents Health up to some threshold based on skill Rank. At Rank 1 the 75 damage threshold is reached when your opponent has 937.5 health (687.5 * 8%).

Build usage

Getting Trinity Force is a good idea, as when she casts a spell her next hit will do bonus damage. After casting Devastating Blow this will be a force to be reckoned with.
AP Poppy can be a very viable build to turn her in a 2 hit killer. She starts off by activating Diplomatic Immunity and then activating Deathfire Grasp will take down 30% or more of the champions health due to Diplomatic Immunity dealing a percentile more. Damage coming from Heroic Charge can easily take another 1/3 of the total health if built AP, and using Lich Bane as a core item can lead to Poppy's Devastating Blow being a massive nuke, as the damage adds up to be Poppy's AD+flat bonus+AP bonus+your AP+8% target's max HP .
Since Poppy's skills are magic damage, AP is more useful when your team has more DPS champions than mages.
Due to Poppy's Devastating Blow and Heroic Charge are single target, spell vamp work extraordinary well for her. It is possible to turn a disadvantage 1v2 or 1v3 situation into your favour with her Diplomatic Immunity, eliminating an opponent while restoring large amount of health, then deal with others.
A Hextech Gunblade or Will of the Ancients, along with another ally who carries a Will of the Ancients can easily allow you to restore hundreds of health on a single Devastating Blow with Lich Bane proc.
Buying a Philosopher's Stone allows Poppy to roam and still gain gold with the passive from Philosopher's Stone.
When building AD Poppy, most enemies would go for armor to raise their defenses against physical damage. However, even if you do not have Last Whisper, you will still able to strike them hard as your Devastating Blow turns your next attack into full magical damage which is not affected by any reduction from armor.
