The reason using resolve is because of the 'Insight' mastery Grants 15% reduced summoner spell cooldowns and if you run Ionian Boots of Lucidity boots thats 25% cooldown off your summoner spells. So you're pretty much running around flashing and teleporting pressuring the lanes.

Even for a normal build running resolve is better for example if you using ferocity instead of running dangerous game in cunning using resolve makes you more tanky.
