If the team youre versing has more AD, get the hourglass, if more AP, get the scepter. shouldnt be hard but who knows whos playing out there.

Depending on what your versing, you should get different items. You can replace the warmogs with the hourglass and scepter combo, less health and hp/5 but more magic resist and armor (and ability power). You could also switch warmogs with frozen mallet or sunfire if you really want to, but i would suggest that you swap it with frozen mallet. Rumble is fortunate. His heat thingy is awsome. you can just spam your fire spell and take no penalty and if you do it a few times with your sheild or taser, it's easy to get up to heat and kill creeps quickly.
