Though it is a fairly decent build, and people can do a LOT of damage with it, I'm afraid that's really all it is: a build. You need to expand upon it, give more in-depth information on things like items and runes, masteries, spells, the works. People come on mobafire.com because they want to improve their level of play and understand what they're doing right and what they're doing wrong. When I played Ryze the first time, I went 11/3/7 just picking random items. I did that again, and went 1/14/2. I had no idea what I was doing, so I perused some guides here, and figured out that the first time I built AP items, while the second time I bought stuff like Bloodthirster and Black Cleaver because they sounded cool. People need stuff explained to them, they want more than just a simple outline; they want a guide. And I think you have it you to give them one.

I'll hold off voting for now. I'll come back in a week or so, see if anything has changed. Please, at least take what I said and try to apply it.

The build stands on its own as good, though. You don't need to change that.

Agreed not only is he a safe pick he is fun to play remember if get a Muramana you can also buy a Seraph's Embrace as well and just buy Banshee's Veil and Frozen Heart / Ice Born Gauntlet for armor and magi resis then buy that classic ap Nuke item the Rabdon Death Cap making you not only super tanky but a heavy Ap Burster as well
