While it is good for getting off that one really good Meep empowered auto attack at extra range... I've never found it really essential for Bard. He seems to go best with active items, but since I suck at using actives, I build him mostly tanky (Led Zeppelin) or Heavy AP poke, always focusing on CDR. Unless you wanted to Essence Reaver and RFC, for awesome CDR, Crit, Range, and mixed poke damage, I personally haven't tried it, but it sounds pretty good. Not a bad thought at all.
