I would disagree. Frozen heart is indeed a very good item, however Sejuani simply does not need the extra mana that it provides. Sunfire cape will give you more survivability. However Frozen heart will be going into the alternate item section when I get a chance to make one (along with other items like Thornmail, Rod of Ages, etc)
