Ok... Honestly I made this build because I was reading the item list and I saw Sheen and realized "Holy ****... this almost doubles the next attack, so if I have a ton of attack damage, then..." so off I went looking for a character who had abilities that could be spammed (without need of targets), had decent attack damage, and had need of both the mana boost and ability power granted by Sheen, well I stumbled across Alistar (and his 2 ratio 1.0AP abilities) and thus Sheen-Star was born.

The idea is you harass early (and often) with Headbutt, it has a decent range, does good damage... and if you can hit them into your turret early to mid game (most points in the game really, but especially early and mid game) you get a free kill. Headbutt is a great move... it can keep you or your lane partner safe by knocking the baddie (opponent) away... and as I said, good harassment...

but where this build truly shines is in team fights... because I have equipped Alistar with Clarity, you can spam your Triumphant Roar (heal) and Pulverize, hitting opponents in between (doing the bonus damage from Sheen) while keeping your and your team's health bars full... (if you have enough mana users on your team, you can choose [and I suggest] to use Insight instead of one point in Meditation in your masteries)

Ok... basic combo with Sheen-Star... Pulverize, Attack(B), Headbutt (into wall or toward your base if possible)... (B)= Sheen Boosted

follow up to basic combo... pursue, Attack(B), Triumphant Roar, Attack(B), then spam what you can when you can and attack in between...

if you have your ultimate... its great... your next attack will do but loads... and if you can get off 2 more Sheen boosted attacks while its going, thats great... but I like to save my ult for either escaping, or wrecking turrets... because with this build you can (and I have) gone Ult, Attack(B), Triumphant Roar, Attack(B), Pulverize (if you hit minions that's great, if you don't, who cares), Attack(B), Attack, TURRET GONE... with no help from minions...

I tried to build the masteries and runes to keep Alistar in the lane as long as he needs to be, and to be able to do enough damage with his Pulverize, Headbutt combo to drive others into the ground or out of the lane...

Keep in mind... you are not Master Yi... you shouldn't just stand there fighting, you need to utilize the boost your Sheen gives you... Sheen-Star is not a god, you will get many more assists than kills much of the time... but if used properly he will help you and your teammates kill lots of people and continue pushing thanks to your Triumphant Roar and Clarity...

Also... I wanted to point out my reasoning for Exhaust, it's good in lane for you and teammate to nuke someone, and defensively... but also... you can use it to get to the far side of your opponent to Headbutt them into your turret if they get too close (you can use Flash to do this as well, but make sure you keep Clarity) Your Frozen Mallet will let you do this, but it would be much harder to pull off into the turret because you have to hit them first... Also (again), the Sunfire Cape is just kinda filler, you can use whatever you want, I just like it cause it lets you plow through minions and helps get kills, but Atma's Impailer is also a very good choice, and so is Aegis of the Legion... honestly, that last slot can be anything, whatever you find you need...

If anyone has anything more they want to know about my choices or any suggestions... PLEASE comment... I'm really hoping to get as mush insight as possible into possible ways to make this build better or more adaptable...
